Garbage Service

The City of Harvey has contracted Groen Waste to provide weekly trash collection for every residence in Harvey. It is from a single point in the alley or on a curb (if no alley is available).

Groen Waste is prohibited from entering private property to retrieve cans or trash. They will not be clearing vacant lots or illegally dumped trash.

For large household items, Groen will pick up one large item per week (chairs, table, bed, appliances, etc.). If you have small items to dispose of, you can place up to 10 plastic bags outside for pick-up. All bags must be closed properly and cannot to exceed forty 40 pounds. 

If you do not know the trash collection day for your residence, please call the Harvey Street Department at 708-210-5304.

Garbage Containers
Containers (recycled) are $37.50 each. Residents may purchase containers at the Harvey Municipal Center (15320 Broadway). The containers will be delivered by the Street Department following confirmation of purchase.

Yard Waste Pick-Up (April 1 – December 1)
Yard waste pick-up resumes on April 1. Grass clippings should be bagged in biodegradable paper bags. No yard waste will be picked up in plastic bags.

All twigs and branches are to be bundled with twine and placed in front of your property on the same day as your regularly scheduled garbage pick-up.Bundles should be no larger than 4 feet x 4 feet. No bundles larger than 4 feet x 4 feet will be collected.

Don’t depend on someone else to pick up and clean up. Let’s work together to make a difference and do our part in helping to keep our City clean!

You can help provide an efficient trash collection service by making following these simple rules:

• Properly containing all trash, to keep animals from scattering trash, will help keep your trash collection area clean.
• Please do your part in helping keep our alleys clean by bagging or containerizing your trash.
• Please report illegal dumping. Littering and illegal dumping is a crime. If you see someone dumping illegally, please call the Harvey Police at 708-331-2131. 


Water Department Information

New Service Application
Application for water service may be made at the Customer Service Center. To apply for service an owner needs to bring in a signed settlement statement after closing on the property or a deed to the property. Renters need a current lease, signed by both the tenant and the landlord, and a security deposit. All applicants must bring their driver’s license or state identification.

Billing
Water meters are read and billed monthly. Bills are due 15 days from the billing date. A late fee is applied on the 16th day. At the same time a notice is generated and mailed, informing the customer that their bill is past due and stating the future shut off date. The customer must respond to the notice before the shut off date by either paying the bill in full or making payment plan arrangements with a Water Department Supervisor.

Water bills include charges for sewer maintenance and weekly refuse pick-up.

Owning

All transfers of property within the City of Harvey require a City of Harvey Transfer Stamp and Point of Sale Inspection.

The downloadable City of Harvey Transfer Stamp and the City of Harvey Exempt Transfer Stamp packets provide you with all of the necessary information, requirements, and applications. If you have any questions, please call the City of Harvey Planning Department at 708.210.5346.

If any construction or rehab work is to be done on the transferred property, a Building Permit must be obtained. Please apply, in person, at the Harvey Planning Department: 15320 Broadway Avenue Harvey, IL 60426.

All contractors performing work within the City must also be licensed with the City of Harvey. Contractor’s License applications can be downloaded here.

Renting

The City of Harvey is governed by a “Landlord-Tenant Act.” The purpose of this ordinance is to allow the City to assist Landlords and Tenants with handling property maintenance issues and licensing landlords to operate their business. The City of Harvey has numerous public and private transportation options. The City is a major hub for Illinois’ Regional Transportation Authority (RTA), the governing authority for Pace, the suburban bus provider; the Chicago Transit Authority (CTA), provider of the El in Chicago and Chicago buses; and Metra, a train serving nearly all of the Chicagoland area. Harvey is home to two Park-n-Ride Metra Commuter train stations and one Park-n-Ride Pace Transportation Center.

The City of Harvey is serviced by the Metra Electric Line running from Chicago to University Park, southwest of Harvey. It is also home to two Park-n-Ride Metra Commuter train stations:

1. The 147th Street (Sibley) Station
Location: 147th Street and Clinton Street
Description: This Northern Station is three blocks from the city line bordering Dalton.

2. Harvey Station
Location: Park Avenue and 154th Street
Description:This Southern Station is located just two blocks from City Hall.

PACE Bus Harvey is currently served by 8 PACE bus Routes and one main Transportation Center conveniently located near a Park ‘n’ Ride lot.

Location: 154th and Park Avenue
Description: The Harvey Transportation Center serves as the main bus center for the city as well as one of the main “turn-around” centers for the RTA’s entire Chicago Southern Suburban region.

Bus Routes

1. Route 349 – South Western
Major north-south trunk line that connects the center of the Pace South service area with CTA service. Service operates from Harvey Transportation Center to 79th and Western in Chicago. The route serves Evergreen Plaza, the Blue Island Metra Station, St. Francis and Ingalls Memorial Hospitals, Evergreen Plaza and St. Rita High School. Service is coordinated with CTA north of Blue Island during weekday rush hour periods.

2. Route 350 – Sibley
East-West crosstown route serving commercial and residential areas operating between the Hammond Transit Center and Harvey Transportation Center. Also serves the 147th Street Metra Station, Thornridge High School, and selected weekday trips serve South Suburban College.

3. Route 352 – Halsted
Major north-south trunk line that connects the CTA Rapid Transit at 95th Street with the center of Pace South service in Harvey and the southern pulse point in Chicago Heights. This route serves St. James Hospital, Marion Catholic and Bloom Township High Schools. The portion north of 127th Street is coordinated with CTA service during weekday rush hour periods.

4. Route 364 – 159th Street
Serves major east-west cross-town arterial from Hammond Transit to Orland Square Mall. Serves River Oaks Shopping Center, the central pulse point of Pace South in Harvey, and various smaller centers as well as Oak Forest, St. Margaret and Ingalls Memorial Hospitals and South Suburban College. Weekend service operates between Orland Square Mall and Hegewisch.

5. Route 370 – Harvey Chicago Heights
Provides service from the Harvey Transportation Center and Phoenix along Halsted to Chicago Heights pulse point. The route serves St. James Hospital and Prairie State College.

6. Route 890 – South Suburbs UPS
Provides express service from Chicago Heights, Homewood and Harvey to UPS Hodgkins facility.

7. Route 877 – South Suburban Oakbrook Limited
Provides rush hour express service between Harvey, Blue Island Park-n-Ride, Alsip, Oakbrook and Lombard via Tri-State Tollway.

8. Route 354 – Harvey – Tinley Park
Provides weekday service from southeastern suburbs to Chicago Loop via the Bishop Ford and Dan Ryan Expressways. This route serves Illiana High School and select trips serve the Hammond Transit Center and the South Shore Hegewisch Station. This route has a premium fare on trips to the Loop.

100 Women for Harvey

Founded in October 2002, this organization is dedicated to empowering the residents of Harvey to become aware of and involved with the cultural and physical needs of the City.

“The City of Harvey needs help,” said Phyllis Smallwood, president of the organization. “We are dedicated to inspiring the citizens of this great City to begin to lend a helping hand in putting this community back on the right track.”

The 100 Women for Harvey has aided the City in its flower beautification program by planting and manicuring flowers in more than 60 wooden barrels provided by the City and placed throughout the community.

The self-funded group is always looking for new members. To get involved in the organization, please attend one of the monthly meetings. The group meets at 7 p.m. on the second Thursday of each month at the Rosa Parks School located at 147th and Roby.

Harvey Book Club

Expand your literary horizons and get motivated to read with the Harvey Book Club. The club meets on the last Saturday of every month at 10 a.m.-noon at the Harvey Community Center. For more information, please call 708-596-7876.

M.I.A. Organization
The Mayor’s Intelligence Agency helps keep the administration and law enforcement informed of the “word on the street.” Citizens interested in joining the M.I.A. can contact Princeton Fields at at 708-210-5300.

Spring Summer Bi-Monthly Clean-Up
Every other month the citizens of Harvey join together to clean up the streets of Harvey. Contact the Street Department for more information at 708-210-5304.

Adopt-a-Lot Program
As a part of the city’s Beautification program, the Adopt-a-Lot Program helps keep the empty lots of Harvey clean of clutter and trash.
