The City Clerk is the official Records-Keeper for the City. The Clerk is responsible for maintaining the City Code and official documents. The Clerk also functions as Freedom of Information Coordinator, Director of Elections, and Vital Records Clerk.

Freedom of Information Act (FOIA)

The Freedom of Information Act (FOIA) allows individuals to request access to public records, except when records are claimed as exempt from disclosure under one or more exemptions of the FOIA. The City of Harvey has an appointed Chief FOIA Officer to respond to all requests for access to eligible public records.

FOIA Fees

For black and white, letter and/or legal-sized copies, the first 50 pages are free and each additional page is 15¢.

Accident reports are $5.00 each.

Certifications are $1 per document.

For color copies, abnormal-sized copies, copies made by a 3rd party and electronic copies copied to electronic media (disc, USB flash drive, or other media), the City can charge the actual cost of copying.

A commercial request will have a $10 per hour fee after the first 8 hours of search for responsive records.

A voluminous request for electronic records not in PDF up to 2 MB of data – $20.00, more than 2 MB but less than 4 MB of data – $40.00, more than 4 MB – $100.00. Records in PDF up to 80 MB of data – $20.00, more than 80 MB but less than 160 MB of data – $40.00, more than 160 MB – $100.00

The City will notify the requester the amount due. All payments must be made for information to be released. Payments must be made in person or mailed money order to Harvey City Clerk’s Office at 15320 Broadway Ave, Harvey, IL 60426. No Checks allowed.

Birth certificates are available for any person who was born within the city limits of Harvey or at Ingalls Memorial Hospital in Harvey.

How to Obtain Birth Certificates

Birth records are not public records and only the following are entitled to receive certified copies:

-Person named on the record if 18 years of age or older
-Parent(s) shown on the record
-Legal guardian or legal representative of the child. Written evidence or guardianship or legal representation is required.

Identification

A person requesting a birth certificate must fill out a Birth Record Application and show TWO current, valid, and readable forms of identification. One current Photo I.D and one Non-Photo I.D required. Unreadable or expired identification will not be accepted.

Following is a list of acceptable forms of identification:

Thinking about hosting a special event in Harvey? Please download our Special Events Application form and submit to the City Clerk’s Office.

Application Process

There is no fee for the Special Event Permit application. Completed applications must be submitted to the City Clerk’s office at least one week before the next scheduled City Council meeting. If application is submitted after the deadline, application will not be reviewed until the following scheduled City Council meeting. Applications will be brought before the council for approval.

Small Private Events

Special Events hosted on private property and do not require any City services (barricades, traffic control, street/alley closures, etc.) do not need to complete a special events application unless event has DJ, live music, loud music or event would be in violation of Ordinance #3364 Chapter 9-04-420 Section 1 of the municipal code.
Notice is then forwarded to the Harvey Police Department of event.

Special Events

Events hosted on private or City property that require City services (barricades, traffic control, street/alley closures, etc.) will need to complete application along with proposal. Proposal must be typed and include date, detailed description of event, proposed layout and/or route, and contact information for all event organizers.

Approval

Application will be reviewed and voted on by the City Council for approval. Applicant will be notified of permit status by the City Clerk’s office. If approved, notice of event will be forwarded to both the Harvey Street Dept. and Police Dept. The Street Dept. is responsible for delivering barricades for street/alley closure.

Identification Needed When Registering in Person

If registering to vote in person, residents must display two pieces of identification. Neither needs to be a photo ID, but one must include a current address. Acceptable forms of ID include:
-Illinois driver’s license
-Illinois state ID
-Employee or student ID
-Credit card
-Social Security card
-Birth certificate
-Utility bill in applicant’s name
-Mail postmarked to the applicant
-Valid U.S. passport
-Lease or rental contract

Cook County Voter Registration by Mail

Cook County provides applications to register by mail in six languages.

Visit the Cook County Clerk’s website https://www.cookcountyclerk.com/agency/vote-mail for information on overseas and military registration.

It required by Law that all vehicles located in the City of Harvey display a vehicle sticker at all times. This includes any public street or highway within the City. Stickers must be displayed on any motor vehicle that is not in use but is kept or stored within the City. Leased and company-owned vehicles also are required to have vehicle stickers.

Late Fees

An additional $15 late fee will be charged after February 15.

New Vehicles

Residents who purchase a new vehicle after the deadline have 30 Days from the date of sale to purchase a vehicle sticker at the regular rate; otherwise a penalty will apply.

Lost, Damaged, Stolen Stickers

Any resident that has had their sticker lost, damaged or stolen are required to bring the following:
– Police Report
– ID
– Completed and Notarized Affidavit Form available at the City Clerk’s Office
-$10 replacement fee (no personal checks accepted)
Any missing documentation will make the request in-valid.
